Unemployment Card Unfrozen After Minimum Living Allowance Application: I Resumed Daily Payments with Yunshanfu

[Figure 9: Successful UnionPay (Cloud QuickPass) payment of 28.05 yuan at the small supermarket]

Previously, due to an enforcement case, my bank cards and WeChat were successively subjected to judicial freezing.

Previous articles have already recorded how I discovered the judicial freezing, how I located the enforcement case, and why I started applying to guarantee a minimum living allowance after neither my bank cards nor my WeChat balance could be used normally.

This article continues to record the subsequent results.

This time, not all accounts were restored.

What ultimately returned to normal first was a bank card I specifically use to receive unemployment insurance benefits. WeChat remains judicially frozen.

However, after the bank card was unfrozen, I encountered another very practical problem:

Although the money in the bank card can finally be used, a large amount of daily consumption now relies on WeChat and Alipay.
If WeChat remains frozen and I am unwilling to continue using Alipay, how can I complete online and offline payments somewhat normally?

Ultimately, I tried UnionPay (Cloud QuickPass), which I rarely prioritized in the past.

The actual test results were better than I expected: not only did the mobile phone top-up succeed, but I also completed an offline payment at a small supermarket.

Note: This article only records my personal actual experience during judicial enforcement and does not constitute legal advice. The specific handling methods may vary across different courts, cases, banks, and accounts.

1. The Application to Guarantee Minimum Living Allowance Has Been Delivered to the Court

On August 31, 2026, I mailed the prepared relevant materials to the enforcement court via courier.

Logistics information showed that the documents were delivered to the court gatehouse at 18:59 on September 3.

[Figure 1: The application materials for guaranteeing minimum living allowance have been signed for by the court]
[Figure 1: The application materials for guaranteeing minimum living allowance have been signed for by the court]

September 3 happened to be a Thursday.

The materials only showed as delivered on Thursday evening, immediately followed by Friday, and then the weekend.

So I did not rush the court right away at that time.

By the following Monday, I thought to myself:

The court also needs a certain amount of processing time. The materials were just received, so I’ll wait another day to see.

Therefore, I didn’t call on Monday, but waited until September 8, which was the following Tuesday.

By this day, the bank card I use to receive unemployment benefits still had not returned to normal.

It had been about a week since I mailed the materials, so I decided to call the court again.

2. Calling Again on September 8: The Judge Was on Sick Leave

After this phone call, I learned that the judge in charge of the case was on sick leave at the time.

If it were just an ordinary matter, waiting a few more days might not have been a problem.

But my situation was quite pressing:

Both my bank card and WeChat were affected by the judicial freeze, and my current income situation was already very difficult.

I even told the staff member who answered the phone directly:

If I continue to wait until the judge returns to work, my mobile phone might be suspended due to unpaid bills.

I hoped they could help think of a solution.

Later, the staff member told me that they could consider processing one account first.

My previous application involved two bank cards and WeChat.

Since I could only choose one first, I ultimately chose:

To first restore the bank card used to receive unemployment insurance benefits.

The reason is actually quite simple.

This card is the most important for my current basic living.

3. The Next Day, the Unemployment Benefit Bank Card Finally Returned to “Normal”

On September 9, I opened the bank app again to check.

This time, the account status finally changed.

The top right corner of the page clearly showed:

Normal

[Figure 2: The unemployment benefit bank card account status has been restored to "Normal"]
[Figure 2: The unemployment benefit bank card account status has been restored to “Normal”]

This was the first substantive result I actually saw after this application.

However, it needs to be specifically noted:

This Does Not Mean All My Payment Accounts Were Unfrozen

What was restored this time was:

The bank card used to receive unemployment benefits.

WeChat still has not been restored.

I can still see the previous “judicial freeze” records in the relevant WeChat bills.

[Figure 3: Judicial freeze related records can still be seen on the WeChat side]
[Figure 3: Judicial freeze related records can still be seen on the WeChat side]

So, more accurately, what the court resolved this time was:

First preserving a bank card channel for me to receive and use basic living funds.

Rather than lifting the freeze on all bank cards and WeChat in my application at once.

These two concepts are very different.

4. The Bank Card Can Be Used, But the Real-World Payment Problem Is Not Completely Solved

After the bank card was restored, I quickly realized that the issue was actually only half-solved.

The current daily payment environment is completely different from many years ago.

The bank card itself can of course be used, but in reality, a large amount of small consumption already relies on:

  • WeChat Pay;
  • Alipay;
  • Various QR code collections.

Some street stalls, small shops, and small restaurants don’t even have POS machines.

Sometimes there is only a WeChat collection code in front of the stall owner.

Thus, a very awkward situation arises:

The living expenses in the bank card can now be used, but that doesn’t mean real-world payment capability has been fully restored.

I initially considered:

Transferring some money to my younger brother’s bank card and then continuing to use his WeChat Pay.

But after thinking about it carefully, I don’t plan to treat this as a routine solution.

One reason is that it would keep my funds flowing through a relative’s account long-term.

After all, I am currently in the enforcement process.

Occasionally having my brother pay dozens of yuan for living expenses on my behalf is obviously different in nature from transferring my living funds to his account long-term.

The latter would at least add a real risk:

If the court or the applicant for enforcement checks the fund flows later, they might question the continuous transfers to a close relative’s account, and even suspect whether there is evasion of enforcement or transfer of property.

Therefore, as long as I have a normal payment channel under my own name, I still hope to use my own account as much as possible.

As for Alipay, because I have always had concerns about previous automatic deduction issues, I didn’t plan to use it again this time.

Finally, I thought of a tool I rarely prioritize:

UnionPay (Cloud QuickPass).

5. I Signed Up for UnionPay (Cloud QuickPass) Directly from the Bank App

I didn’t first look around for settings in UnionPay (Cloud QuickPass).

After opening the bank card app, I found that the account page itself had:

Contract Management

Upon entering, I could see various third-party payment channels.

After completing the operation, it displayed:

  • WeChat Pay: Signed;
  • UnionPay (Cloud QuickPass): Signed;
  • Alipay: Not signed;
  • Douyin Pay: Not signed;
  • JD Pay: Not signed;
  • Meituan Pay: Not signed.
[Figure 4: The bank card's third-party payment contract page, showing both WeChat Pay and UnionPay (Cloud QuickPass) as signed]
[Figure 4: The bank card’s third-party payment contract page, showing both WeChat Pay and UnionPay (Cloud QuickPass) as signed]

There is a very easily confusing point to note here.

The bank side showing “WeChat Pay signed” does not mean that WeChat’s judicial freeze has been lifted.

“Third-party payment contract” and “whether the WeChat account is currently subject to judicial freeze restrictions” are two different things.

What I truly added this time was:

UnionPay (Cloud QuickPass) contract.

6. Several Agreements Appeared During the UnionPay (Cloud QuickPass) Contracting

After entering the UnionPay (Cloud QuickPass) contracting page, I could see the bank card number, mobile phone number, and several agreements, including:

  • UnionPay Cloud QuickPass User Authorization Agreement
  • Sichuan Rural Credit UnionPay Card Cardless Self-Service Consumption Business Authorization Agreement
  • UnionPay Card Association Relationship Agreement
  • UnionPay User Service Agreement
[Figure 5: UnionPay (Cloud QuickPass) contracting page on the bank card side]
[Figure 5: UnionPay (Cloud QuickPass) contracting page on the bank card side]

I saw the following among them at the time:

Cardless Self-Service Consumption Business Authorization Agreement

And actually hesitated for a moment.

Because one thing I am quite sensitive about right now is whether automatic deductions will occur again.

However, looking at the entire operation scenario, this was to enable bank card payment capability for UnionPay (Cloud QuickPass).

I ultimately continued and completed the contracting.

It should be noted that I am only recording my own actual operation experience here.

I did not therefore conclude:

“After binding UnionPay (Cloud QuickPass), there absolutely are no other historical automatic deduction authorizations”

Such a conclusion.

The loan contract, previously signed automatic deduction authorizations, and this UnionPay (Cloud QuickPass) card binding are inherently not the same thing.

7. Bank Card Successfully Added to UnionPay (Cloud QuickPass) Card Wallet

After completing the verification, UnionPay (Cloud QuickPass) prompted:

Bank card added successfully!

This bank card, used to receive unemployment benefits and just unfrozen, was successfully placed into the UnionPay (Cloud QuickPass) card wallet.

[Figure 6: UnionPay (Cloud QuickPass) prompts that the bank card was added successfully]
[Figure 6: UnionPay (Cloud QuickPass) prompts that the bank card was added successfully]

At this point, it actually only proves:

The bank card was bound successfully.

What is truly important is still:

Can I actually spend the money?

So I continued to do two real payment tests.

8. First Test: Topping Up 200 Yuan for Mobile Phone Bill

My first test was very practical.

Because when I called the court the day before, I specifically mentioned:

If I keep waiting, I might even be suspended due to not having money to top up my phone bill.

So after the bank card was unfrozen and bound to UnionPay (Cloud QuickPass), I directly tried to top up 200 yuan for my mobile phone bill.

The result was a successful payment.

[Figure 7: Successfully topped up 200 yuan for mobile phone bill via UnionPay (Cloud QuickPass)]
[Figure 7: Successfully topped up 200 yuan for mobile phone bill via UnionPay (Cloud QuickPass)]

The payment result clearly shows:

The payment method was the recently unfrozen UnionPay savings card ending in 0099.

This means the first payment link has truly worked:

Unemployment benefit bank card → UnionPay (Cloud QuickPass) → Online consumption

And it wasn’t just a simple test of a few cents, but a real phone bill top-up.

9. Second Test: Successful Offline Payment at a Small Supermarket

After the online payment succeeded, I also wanted to confirm another question:

Can it be used normally in physical stores?

On the evening of September 10, while shopping at a small supermarket, I saw that the checkout counter used this kind of payment device.

[Figure 8: Checkout device actually used in the small supermarket]
[Figure 8: Checkout device actually used in the small supermarket]

So this time I didn’t use WeChat, but tried to complete the payment via UnionPay (Cloud QuickPass).

The result was also successful.

Original price of goods:

30.39 yuan

When paying with UnionPay (Cloud QuickPass), there was also a:

2.34 yuan random instant discount

Final actual payment:

28.05 yuan

[Figure 9: Successful UnionPay (Cloud QuickPass) payment of 28.05 yuan at the small supermarket]
[Figure 9: Successful UnionPay (Cloud QuickPass) payment of 28.05 yuan at the small supermarket]

In the payment details, you can also see that the payment method was still:

Sichuan Rural Commercial Joint Bank UnionPay Savings Card [0099]

This means the second link has also worked:

Unemployment benefit bank card → UnionPay (Cloud QuickPass) → Physical merchant consumption

And it also normally enjoyed the payment discount.

10. UnionPay (Cloud QuickPass) Has Temporarily Solved Most of My Real Payment Problems

So far, I have actually verified two usage scenarios.

The first is:

Online payment.

Topping up 200 yuan for a mobile phone bill via UnionPay (Cloud QuickPass), successful.

The second is:

Offline physical consumption.

Paying at a small supermarket via UnionPay (Cloud QuickPass), successful.

So, at least for my daily life at this stage, UnionPay (Cloud QuickPass) can already solve a considerable part of the problems.

Of course, I won’t draw the conclusion on whether it can completely replace WeChat and Alipay.

The most typical example is:

What if a street stall only posts a personal WeChat collection code?

In this situation, my current plan is very simple.

Prioritize:

Cash.

If there is truly no other way, then occasionally let my brother use WeChat to pay for me.

But I will try to minimize this situation.

Because as long as my brother’s WeChat is used, and the consumption funds actually come from me, it will very likely require:

My own bank card → My brother’s bank card bound to WeChat → My brother’s WeChat Pay

If it’s occasionally just dozens of yuan for living expenses, the problem is relatively easy to explain.

But if I transfer my funds to a relative’s account long-term and frequently, and then complete daily payments through the relative’s account, it will make the fund flow increasingly complex.

I don’t want to add new enforcement risks to myself just for payment convenience.

So my payment priority has roughly become:

Own bank card / UnionPay (Cloud QuickPass) → Cash → Occasionally asking brother to pay on my behalf when necessary

Rather than transferring a large amount of living funds to my brother’s account long-term.

11. This Experience Made Me Reunderstand “Guaranteeing Basic Living”

Previously, when talking about “guaranteeing basic living” during enforcement, I mostly thought of:

The court should at least leave the executed person with necessary living expenses.

After actually experiencing it, I found that things are not that simple.

In today’s payment environment:

Having usable money in an account does not entirely equate to having normal living payment capability.

If the bank card is restored, but main payment tools like WeChat and Alipay cannot be used, then it will still be very inconvenient in certain life scenarios.

Especially for small consumption.

In the past, one could say:

Having a bank card is enough.

Now, it often becomes:

Having a bank card also requires a sufficiently widespread payment gateway in reality.

This time, for me, UnionPay (Cloud QuickPass) temporarily assumed this role.

It at least keeps me from having to transfer my basic living expenses to a relative’s account long-term, and keeps me from having to immediately fuss over Alipay again for certain payment scenarios.

12. Regarding the Other Bank Card and WeChat, I Won’t Continue Fussing Over Them for Now

The court had already clearly told me previously:

If I want to continue processing the other bank card and WeChat, I need to contact the lawyer for Great Wall West China Bank.

I have actually already contacted them.

The condition proposed by the other party was to first repay 80% of the approximately 600,000 yuan debt.

But given my current actual financial situation, this is simply not an operable plan.

Right now, it is very difficult for me to even afford an extra 1,000 yuan in expenses per month.

Therefore, I currently do not plan to proactively contact their lawyer again, nor will I promise a repayment plan that I simply cannot fulfill for the sake of so-called “negotiation.”

I am also no longer so obsessed with whether WeChat is worth continuing to fight to unfreeze.

There is also a practical reason:

Even if WeChat is unfrozen this time, if there are other enforcement cases later, there remains a possibility of being affected by enforcement measures again.

Rather than investing a lot of time in repeatedly dealing with it, it’s better to first actually start using this living bank card that has already returned to normal.

13. The Debt Problem Will Not Be Solved Just Because One Bank Card Is Unfrozen

The bank card returning to normal is of course very important to my daily life.

But it is not at all the same thing as “the debt problem being solved.”

The debt still exists.

The enforcement case is also not over.

As for how to handle the debt in the future, my thoughts are now clearer than before:

The most important thing at this stage is not to continue negotiating a repayment plan that I have no ability to fulfill, but to first find ways to increase my income.

Only when I truly start having income, and this income can last for a period of time, might real room for negotiation emerge.

For example:

  • Being able to have a stable surplus every month;
  • Being able to set aside a portion of funds for debt repayment;
  • Being able to propose an installment plan that I can truly fulfill;
  • Or accumulating a certain amount of funds in the future, and then negotiating a one-time settlement.

Only at that point will I truly possess:

Negotiation eligibility.

If it is even difficult for me to afford an extra 1,000 yuan in expenses right now, yet I go to discuss with creditors how to repay hundreds of thousands of yuan in debt, it is very hard to negotiate any meaningful result in reality.

So I don’t plan to spend a lot of time on this kind of baseless negotiation right now.

For me, a more practical sequence should be:

First solve basic living → Then restore income → Then form a stable surplus → Finally negotiate the debt.

This sequence cannot be reversed.

14. Current Result: Not Perfect, But Already Able to Continue Living

From mailing the “Application for Minimum Living Allowance for the Executed Person,” to the materials being signed for by the court, to waiting, phone communication, and the bank card returning to normal, the whole process was not:

Application submitted → Court processes immediately → All accounts unfrozen.

The real situation was much more tortuous.

The final result this time is actually just:

One bank card used to receive unemployment benefits returning to normal first.

WeChat still has not been judicially unfrozen.

The other bank card was also not restored simultaneously due to this application.

But for me, this result is already very important.

At least now:

  • Unemployment benefits can enter a normal account under my own name;
  • The living expenses in the bank card can be actually spent;
  • UnionPay (Cloud QuickPass) has been successfully bound;
  • Mobile phone bill top-up verified successfully;
  • Small supermarket offline payment verified successfully;
  • Some scenarios that do not support UnionPay (Cloud QuickPass) can still use cash;
  • I don’t need to keep my basic living funds in a relative’s account long-term just to spend it.

So this article does not record a:

Debt has been solved

story.

The debt has not been solved.

The real debt problem ultimately still has to be faced later by myself re-establishing my income capacity.

What this record documents is just a much smaller, but very important to real life, phased progress:

After both my bank card and mobile payments were affected by enforcement, I used the minimum living guarantee application to first restore a bank card for receiving unemployment benefits, and then re-established a payment channel through UnionPay (Cloud QuickPass) that can normally use basic living expenses.

The truly important thing next is also no longer obsessing over when WeChat will be unfrozen.

But rather:

Finding ways to make money and restore stability to my life.

Only when I reach that step will I possibly seriously reconsider:

How these debts should actually be negotiated and repaid in the future.
