PayPal Account Restricted: A Complete Record of Recovering via Manual Review After Old Credit Card Verification Fails

Recently, I prepared to reorganize my blog, open-source projects, and support pages for multilingual technical projects.

In the past, I mainly considered digital currency for overseas support, but this method still poses a relatively high barrier for ordinary overseas users. Therefore, I reconsidered adding a more common channel:

PayPal.

However, when I reviewed my PayPal account, I found that it had already been in a restricted state.

What followed was a recovery process much more complicated than I had originally anticipated.

The most interesting part is that I initially thought the issue lay with my China Merchants Bank UnionPay debit card, but the PayPal human customer support finally confirmed:

What was actually preventing me from adding a new bank card was very likely the ongoing account review itself.

Even more surprisingly, customer support said the review result would be notified via email, but I never received this email.

It wasn’t until I logged into PayPal again on October 8, 2026, that I realized the account had actually returned to normal.

1. The PayPal Account Was Already Under Temporary Restriction

On September 15, 2026, when I logged into PayPal to check my account, I found that my account permissions had already been restricted.

PayPal’s explanation was that they noticed some suspicious activity in the account, so they needed to re-confirm the information in the account.

After entering the account recovery page, I could see that the affected features at the time included:

Using PayPal to pay, send money, receive money, and withdraw funds from PayPal.

[Figure 1: PayPal account recovery page. ID has been submitted, but "Verify Card" remains incomplete, and several main features are restricted]
[Figure 1: PayPal account recovery page. ID has been submitted, but “Verify Card” remains incomplete, and several main features are restricted]

A special clarification is needed here.

I did later experience overdue debts and issues where some bank cards and credit cards could no longer be used normally, but this does not mean these issues caused the PayPal account to be restricted.

To be precise, the PayPal account was already in an abnormal state; the subsequent inability to use the credit card simply made account recovery more difficult.

As for why PayPal initially triggered this review, I never received a clear answer.

I suspected it might be related to the account being inactive for a long time, but the PayPal page only explicitly stated that “suspicious activity” was detected, so I could not confirm the actual trigger.

2. Account Recovery Got Stuck at “Verify Card”

PayPal required me to complete two recovery tasks at the time.

The first was to upload a photo ID.

I had already submitted this.

The real issue was the second task:

Verify Card.

After entering the verification page, PayPal only allowed me to select the Visa credit card originally linked to the account.

[Figure 2: PayPal requires verification of the originally linked Visa credit card]
[Figure 2: PayPal requires verification of the originally linked Visa credit card]

The problem was that this credit card could no longer be used.

This led to the first recovery deadlock:

PayPal required verifying the old card to recover the account, but the old card could no longer complete the verification.

3. Attempting to Switch to a China Merchants Bank UnionPay Debit Card

Since the original credit card was no longer usable, I decided to try using a debit card under my name.

I selected a China Merchants Bank All-in-One Card UnionPay debit card.

Initially, the card had a balance of 0.

Considering that small authorizations might occur during card linking or verification, I transferred 30 CNY into it first, and then attempted to link it to PayPal.

Notably:

PayPal could correctly identify the card network as “UnionPay”.

This means it did not simply tell me “this card is not supported” after I entered the card number.

However, after submitting the linking request, PayPal quickly returned:

Your card was declined. Please try a different payment method.

[Figure 3: China Merchants Bank UnionPay debit card can be recognized by PayPal, but linking shows "Your card was declined"]
[Figure 3: China Merchants Bank UnionPay debit card can be recognized by PayPal, but linking shows “Your card was declined”]

Upon seeing this prompt, it is easy to assume:

Did China Merchants Bank reject PayPal? Can UnionPay single-brand debit cards not be used for PayPal?

But as it turned out, things were not that simple.

4. Starting to Troubleshoot Balance, Limits, Phone Number, and Address

After the first linking failure, I did not immediately retry repeatedly, but instead started checking the China Merchants Bank side.

The bank card already had a balance of 30 CNY; there were no obvious limits on non-counter expenditures; and online banking payments were already enabled.

After the PayPal attempt failed, there was no corresponding small deduction in the transaction details of the China Merchants Bank App, nor did I see any notifications in the message center about PayPal authorization failures or overseas payments being intercepted.

Next, I discovered another potential issue:

The residential address registered with China Merchants Bank did not match the address in the PayPal account.

So I re-verified the PayPal address, the China Merchants Bank residential address, and the bank’s reserved phone number, and updated the China Merchants Bank address to the currently used address that matched PayPal.

After re-verifying these obvious variables—name, phone number, and address—I tried again.

The result was exactly the same:

Your card was declined. Please try a different payment method.

At this point, continuing to bind the card a third or fourth time was meaningless.

So I decided to contact PayPal human customer support directly.

5. The Real Issue: The Account Review Itself Restricted Adding New Bank Cards

After going through the PayPal automated assistant, I was finally transferred to human customer support.

I explained the entire situation to the support agent:

The account was currently under temporary restriction; the ID had been submitted; the only remaining item on the recovery page was “Verify Card”; the original credit card was no longer usable; and attempts to add a China Merchants Bank UnionPay debit card under my name were continuously rejected.

After checking the account, the support agent finally provided the most important information of this troubleshooting process:

The review initiated on the account currently restricts key features such as adding cards.

[Figure 4: PayPal customer support confirms that the current review restricts key features like adding cards, and manually submits it to the review department]
[Figure 4: PayPal customer support confirms that the current review restricts key features like adding cards, and manually submits it to the review department]

This basically explained the previous strange phenomenon.

The actual logical loop formed was this:

Account restricted → PayPal requires card verification → Original credit card is unavailable → Attempt to add a new card → Account review restricts adding new bank cards → Unable to complete verification.

Therefore, what appeared on the page:

Your card was declined.

At least in this experience, it cannot simply be understood as “China Merchants Bank rejected PayPal”.

The review status of the account itself was a very important variable.

6. Human Customer Support Manually Submits the Review

After I explained to customer support that the original credit card could no longer be used, the agent stated they would note this situation and manually submit it to the review department.

The estimated review time given was:

About 2 to 3 business days.

I specifically confirmed one more time:

Do I currently need to continue trying to “Verify Card”, or add other bank cards?

Customer support clearly replied:

You do not need to take any action, just wait for the email notification regarding the review progress.

[Figure 5: PayPal customer support confirms no further action is needed for now, just wait for the review result]
[Figure 5: PayPal customer support confirms no further action is needed for now, just wait for the review result]

So that day, I stopped continuing to link cards, modify information, or repeatedly trigger verifications.

7. But I Never Received the Review Result Email

According to the human customer support at the time, the review would take about 2 to 3 business days, and the result would be notified via email.

But the actual situation was:

I never received an email explicitly stating “review passed” or “account restriction has been lifted”.

As time passed, this matter was temporarily put aside.

It wasn’t until October 8, 2026, when I was preparing to update project-related pages and reconsidering adding PayPal as a support channel, that I decided to proactively log into PayPal to check the account’s current status.

8. After Over Three Weeks, the Account Had Actually Recovered

Upon logging back in, the first obvious change was:

The previously prominent account restriction notice had disappeared.

The homepage returned to the normal PayPal account interface, properly displaying:

Feature entries such as Get Paid, Add Card or Bank Account, Transfer to China, and Create Invoice.

[Figure 6: Logging into PayPal again on October 8, 2026, the previous account restriction notice has disappeared]
[Figure 6: Logging into PayPal again on October 8, 2026, the previous account restriction notice has disappeared]

To further confirm, I specifically opened the Resolution Center.

The page showed:

There are no transactions to report at this time.

At the same time, there were no account restriction items still pending processing.

[Figure 7: The Resolution Center is currently empty, with no pending restriction items remaining]
[Figure 7: The Resolution Center is currently empty, with no pending restriction items remaining]

Considering that the homepage had returned to normal, the previous restriction warnings had disappeared, and the Resolution Center had no pending items, it can now be fairly clearly determined:

The temporary PayPal account restriction from September 2026 has been lifted.

The only thing that cannot be determined is:

On exactly which day PayPal completed the review and recovery.

Because I never received the originally expected review result email.

9. Is There Still an Issue with “Complete Account Setup 2/4”?

After logging back in, there was one other spot on the homepage that could easily raise questions:

Complete account setup: 2/4.

Opening it showed that the completed items were:

Email address verified, and a card already added.

The remaining items were linking a bank account and editing the user profile picture.

Based on the current page content and the overall account status, I did not interpret this “2/4” as the account still being restricted.

It seemed more like a checklist where PayPal hoped users would further perfect their account settings.

At least for now, there were no previous account restriction warnings, nor any pending items in the Resolution Center.

So I temporarily had no need to continue modifying the account just to forcibly turn 2/4 into 4/4.

10. What Is Most Worth Recording from This Experience

Throughout this process, I felt the most worthwhile thing to record was not the “successful recovery” itself, but rather a misjudgment that was very easy to make midway.

When PayPal displays:

Your card was declined.

The first reaction can easily become:

The bank card does not support PayPal, UnionPay cards won’t work, the bank blocked the overseas transaction, or there is an issue with the card’s balance and settings.

These are certainly all worth checking.

But my actual experience shows there is another possibility:

When the PayPal account itself is under a security review or restriction, the very action of adding a new bank card may also be restricted.

If you only repeatedly try different bank cards at this point, you will likely never find the real issue.

Especially in a situation like mine:

Recovering the account required card verification, but the original card was no longer usable; trying to add a new card was impossible due to the ongoing review.

In this situation, the value of continuing to retry is very low, and contacting human customer support directly is far more effective.

11. Regarding Actual PayPal Payment Testing

Looking at the current account page, I can confirm that the previous account restriction has ended.

However, I have not yet specifically arranged a real overseas payment of 1 to 5 USD to independently test PayPal’s actual payment link.

I currently do not have a particularly convenient way to complete this test, so I do not plan to test just for the sake of testing.

This matter can be left to verify later when suitable conditions arise.

I will view these two matters separately:

Whether the account restriction has been lifted is one question; whether a real overseas payment can be successfully completed is another.

The former can now be confirmed by sufficient page status.

For the latter, if I complete an actual test in the future, I will just separately supplement the results.

12. Next, I Will Reconsider the PayPal Overseas Support Channel

My initial reason for revisiting this PayPal account was to prepare and improve overseas support methods for my blog, open-source projects, and multilingual projects.

The existing digital currency methods can still be retained.

But for ordinary overseas users, PayPal has a significantly lower barrier to entry and is easier to understand.

Therefore, I plan to continue researching and gradually adding:

Support via PayPal

as a support entry point.

My expectation is not to establish any high-amount or stable subscription income.

If occasionally a reader, developer, or project user feels this content is helpful to them and is willing to support us with a few dollars as a one-time payment, then adding a payment method that ordinary users can easily use is meaningful in itself.

13. Current Conclusion

Looking back at this PayPal account recovery process, the real hassle was not submitting the ID.

The trickiest part was:

The account required bank card verification, but the account review itself restricted adding new bank cards.

Initially, I troubleshooted the balance, payment capabilities, phone number, and billing address around the China Merchants Bank UnionPay debit card, and even updated the bank’s registered address.

This troubleshooting was not entirely meaningless, as it did rule out multiple possible factors.

But what truly moved the issue forward in the end was contacting PayPal human customer support.

Customer support confirmed that the current review would restrict key features like adding cards, and after noting that the original credit card was no longer usable, they manually submitted the account to the review department.

After that, I never received the expected review result email.

It wasn’t until I logged in again on October 8, 2026, that I discovered the previous restriction notice had disappeared, the PayPal homepage had returned to normal, and the Resolution Center had no pending items.

So the final conclusion from this experience is:

The previous temporary restriction on the PayPal account has been lifted.

As for actual overseas payments, I do not plan to deliberately create a transaction for testing for the time being.

When there is a suitable opportunity in the future, I will supplement this part with the actual results.

At least for now, I can finally move forward with my original goal:

In addition to the existing digital currency support methods, adding a more common and easier-to-use PayPal overseas support channel for the blog and projects.
