2. Log in to the ICBC APP and check the card details. The monthly cumulative limit is (used) 0.01 yuan. (Total limit) 50,000 yuan. Confirmed that the limit has not been exceeded. See Figure 2.

3. Based on Baidu Experience, this might be because the limit lock is not enabled. See Figure 3.

4. Enable the limit lock for both cards ending in 3931 (VISA) and 3982 (UnionPay). Set the daily cumulative POS spending limit to 50,000 yuan. See Figure 4.

5. After enabling the limit lock, the payment still failed. I eventually found that the failure was caused by selecting the card ending in 3931 (VISA) for payment. If the card ending in 3982 (UnionPay) is selected for payment, the payment succeeds. See Figure 5.

6. Disable the limit lock again; the limit lock was successfully disabled. Selecting the card ending in 3931 (VISA) for payment fails. Selecting the card ending in 3982 (UnionPay) for payment succeeds. Therefore, the root cause of the problem is that the payment only supports UnionPay cards and does not support VISA cards, which is unrelated to the limit settings. See Figure 6.
